Hillsborough Educator Evaluation Research

Hillsborough County Public Schools (HCPS) has been working with EA and its staff members for many years, during which the partners have developed a long term research agenda around HCPS’s educator evaluation system.

This working relationship started with the development of value-added models of educator effectiveness that incorporate the majority of subjects and courses taught in the district. HCPS has a unique and comprehensive assessment system that includes over 1,300 end-of-course assessments.

Through various projects, EA researchers have explored the relationship between the psychometric properties of these assessments and the diagnostic characteristics of the value-added models; examined the properties of written evaluations and observational ratings and their relationship with value-added; investigated the relationship between value-added estimates and teacher and classroom characteristics.

In the future, HCPS and EA are also planning to work on improving the usage of assessment scores through an investigation of student response patterns, to explore sub-score reporting and its use in value-added models.
